Rural Water Projects
Municipal Projects Include:
Adair County Public Water Supply District #1, Missouri -
Facility Improvements - This past year (2002), the District has been working
with Benton & Associates, Inc. to develop its five-year plan. The
purpose of the engineering study was to identify the District's present and
anticipated future needs over a 20-year planning horizon and establish a
five-year plan to assist the District in addressing existing deficiencies and
new water regulations to maintain its existing customer base and plan for the
future. A report was prepared in a format to satisfy potential funding
agencies to help offset the cost of improvements identified for the west area,
the south area and the northeast area of the District's water system.
Proposed improvements in the west area include the construction of a new
elevated storage tank to help stabilize pressures during normal and emergency
conditions for existing and proposed customers, additional transmission mains
and upgrades at the existing Pure Air and Novinger pump stations.
The District has received a $500,000 grant through the
Missouri Department of Economic Development (CDBG). Customers in areas
west of the Chariton River completed income surveys to help qualify for the
grant. The south area improvements consist of a collaborative effort
between the District, the City of Kirksville, and possibly the City of LaPlata
in extending transmission lines and planning for a future storage/repumping
facility near the airport/Millard area. The transmission main improvements
will help connect existing mains to help form a "looped system" to
improve pressures and reliability. The northeast area improvements consist
of installing transmission mains to complete an interconnected loop with
existing transmission mains as well as consideration of an elevated storage tank
near the Sublette area along Highway 63.
An operational improvement is also planned to help the
District remotely monitor and control the various facilities. A SCADA/telemetry
system will be installed to enhance operations.
The District anticipates a review and update of the five-year
plan at least every three years such that modifications may be made to
effectively respond to unanticipated demands, regulatory issues, and
technological advances.
Ashland IL - New Elevated Storage Tank - Construction of a new 250,000 gallon tank,
along with a new FM telemetry control system between the tank and the water treatment
plant. Also, includes demolition of their old 60,000 gallon elevated tank.
Chandlerville IL - Jim Edgar Panther Creek State Fish and Wildlife Area -
Planning,
design and construction for approximately 11 miles of potable water facilities to serve
portions of the 15,000+ acre site. Accomplished in two (2) separate and major
efforts. The first involved modifications of the existing pumping facility at
Chandlerville, and temporary use of their existing 5,000 gallon underground hydropneumatic
water storage tank, and about two (2) miles of 6" diameter potable water main to the
equestrian campgrounds at the northerly side. The second effort, under
construction at this
time includes about seven (7) miles of 6" diameter water main around the north and
easterly sides of the site to the main entrance, a 20,000 gallon underground storage tank,
and an additional approximately 1 1/2 miles of 6" diameter water main into the site
to a future welcome center/office building, the check station and a future campground.
Greenfield IL - Updated Campsites - In 2001, the City
of Greenfield updated
Rives Lake City Park camping facilities. New sites
were added for a total of 61 sites (2 ADA sites), as
well as extending water and electrical services, and updating the sanitary
holding station, now with rinsing capabilities. The additional campsites
are needed for the "Bluegrass in the Park" festival. The
upgrading of the campsites has increased the popularity of the lake and the
City's facilities.
Jacksonville IL - Walnut Street Sanitary Relief Sewer
- City of Jacksonville
contracted with Benton & Associates, Inc. to
fast-track a design and permitting effort to facilitate the installation of the
Walnut Street Sanitary Relief Sewer prior to the roadway improvements planned by
Illinois Department of Transportation (along Walnut Street/Illinois Route
78). The work consisted of the installation of 20 LF of f12" and
15" PVC sewer pipe, 633 LF of 18", 68 LF of 21", 4303 of
24", 732 LF of 27", all of which is PVC solid wall sewer pipe with a
T-1 wall thickness, 100 LF of 24" PVC C-905 pipe, 78 LF of 24" D.I.
Class 52 pipe, 27 manholes, several feet of jack and bore steel casing, and
stated project appurtenances.
The time conscious effort consisted of an extensive amount of
coordination and planning with the Illinois DOT with timely assistance from the
City's water, sewer and streets departments. The project was awarded in
June 2002 with a construction schedule of 120 days. The contractor has
completed the underground utility installation as of August 2002 with the
estimated cost of construction totaling $815,000.
Jacksonville IL - Evaluation to determine the impacts of the new and proposed Safe
Drinking Water Act (SDWA) regulations affecting the City's water system. Specifically, the Interim Enhanced Surface Water Treatment Rule (IESWTR) and the
Disinfection/Disinfection By-Products (D/DBP) rule will be reviewed in relation to the
City's water supply source, treatment process and delivery systems.
Kirksville MO - Water System Improvements - The City
of Kirksville hired the team of Benton & Associates/Camp Dresser & McKee
(CDM) to upgrade/expand the water treatment facility and the Forest Lake Raw
Water Pump Station to a capacity of 6 MGD. Improvements at the water
treatment plant pertain to compliance with new regulations. Benton & Associates,
Inc. performed filter surveillance field testing and recommended that the
existing filter #3 be retrofitted concurrently with the installation of the new
filter #4. The work consisted of two (2) construction contracts:
Contract "A" - New filter #4, retrofit filter
#3, new blower building (incl. equipment and piping), chemical feed trough
replacement, new raw water meter pit, filter electrical/instrumentation at
the existing water purification facility in addition to Forest Lake Raw
Water Pump Station modifications, including two (2) new pumps/motors (300
hp) with controlled check valves, surge relief valve, electrical room, and
electrical/instrumentation (including installation of Owner furnished new
transformer) at site.
Contract "B" - New 20" Ductile Iron raw
water transmission main approximately 8,200 LF 16" and 6"
Ductile Iron water main connections with valves and appurtenances.
As of August 2002, Contract "A" is
nearing
completion as additional work pertaining to the construction of an ammoniation
building and chemical feed equipment, installation of a new bulk carbon feed
system and other treatment plant upgrades bringing the total construction cost
to approximately $1.4 million. The efforts pertaining to Contract
"B" were completed ahead of schedule (in the year 2001) and within budget at a cost of
$357,975.
Meredosia IL - Meredosia Water System Improvements -
The Village of Meredosia has just completed
its
major water system improvement
program consisting of a new
150,000 gallon elevated storage tank, various improvements at the water
treatment plant, a new 10" gravel pack supply well and approximately 2,000
LF of 10"/8" PVC water main. The Village was fortunate enough to
receive grant funding for these improvements in the form of a Legislative grant,
Illinois First Grant, and a CDAP Grant through the Department of Commerce and
Community Affairs. Benton & Associates, Inc. in coordination with
the Morgan County Services (MCS) assisted the Village in securing and
administering these much needed grants in order to make this major water system
improvement program affordable for the Village's utility customers. The
overall project cost approximately $750,000, which was completed in a timely
fashion to facilitate the coordination between two separate construction
contractors over the 18 month construction time frame (2001-2002) without disruption to the
existing utility system operations.
Palmyra IL - Manhole Rehabilitation - During the
summer of 2001, the Village of Palmyra installed thermally cured, epoxy
impregnated fiberglass liners within a number of sanitary sewer manholes with
the assistance of two (2) Community Development Assistance Program (CDAP) grants
as administered through the Illinois Department of Commerce and Community
Affairs (DCCA). The manholes were discovered to be a source of inflow and
infiltration during dry and wet weather. Flow tests were funded entirely
by a CDAP/DCCA Planning grant. Construction funds totaling 75% of eligible
project costs were obtained from a CDAP/DCCA Public Facilities-Construction
grant. The remaining 25% of project costs were provided by Village
funds. The manhole liners have reduced the amount of storm water and
ground water entering into the sanitary sewer collection system thereby reducing
pumping and electrical costs in addition to decreased treatment costs.
Pittsfield IL - Planning, design and construction observation of a $625,000 lake
dredging and lagoon embankment project. Improvements include 160,000 CY of grading
for the lagoon berms and outlet structures, and the dredge pumping of 275,000 CY of lake
sediment.
South Jacksonville IL - The Village
of South Jacksonville dedicated its new Water Treatment
Plant
on May 6, 2004. This was a very important project to provide quality water to
the Village. It took almost four years of paperwork to gain EPA permits and to
obtain easements. The new plant has increased their capacity by 50% and should
be able to handle the Village's growth for the next 20 years. The plant was
designed to be expandable for more treatment capability in the future as needed.
The $2.8 million project, which included wells, transmission mains and the water
treatment plant, has been fully operational since January 2004. It was paid for
primarily through a $120,000 state grant and a low-interest Illinois
Environmental Protection Agency loan.
Winchester IL - Wastewater Treatment Plant Improvements
- In the summer of 2002, the City of Winchester awarded a construction contract
for the abandonment of the 60 year old trickling filter treatment facility,
construction of new influent lift station and 12" force main, construction
of new primary aerated cell and upgrading of the existing three-cell facultative
lagoon system. Benton & Associates, Inc. assisted the City in the
planning, permitting, design and funding/financing of the wastewater
improvements with the project being funded through an Illinois EPA SRF Low
Interest Loan. Interest rate at 2.65% for 20-year payback period.
The major items of work include:
